Primary Purpose:
The Strategic Integration Liaison, SIL, leads the implementation of Multi-Tiered Systems of Support and the integration of Special Populations through Inclusive Practices, ensuring equitable access to support and services. This role fosters collaboration with LEA leadership teams and internal departments to align resources, and embed best practices to create inclusive learning environments.
Qualifications:
Education/Certification:
- Master’s degree required
- Texas teaching certification required
- Experience working with or supporting special education programs in K-12 settings preferred
Special Knowledge/Skills/Experience:
- Successful classroom teaching experience required
- Successful leadership experience in various education settings required
- Proven experience leading and coaching adults, and experience in working successfully on a team
- Project management experience required
- Must possess high expectations for the achievement of all students, including students with or suspected as having disabilities
- Successful experience in, and affinity toward, collaboration and learning from multiple sources
- Experience providing successful professional development required
- Must possess strong abilities in communicating with diverse groups of stakeholders
- Highly professional written and verbal communication required

Strategic Integration Liaison Essential Functions:
- Executive Coaching and Systems Level Change: Support school systems to understand, design, and implement systems change that integrate supports and resources for students with disabilities into new and existing systems within the school.
- Collaboration: Manage, support, and/or collaborate directly with TEA, ESC, and LEA staff to develop and disseminate effective resources, products, and materials that are intentionally designed to support school systems to understand, design, and implement effective systems-level change.
- Professional Development: SILs continuously engage in their own growth and learning by attending and engaging in high-quality professional development.
Major Responsibilities and Duties:
- Successfully embeds implementation science, change management, and action planning to meet the Essential Functions outlined in the ESC Special Education Liaison Grant program requirements for a Strategic Integration Liaison
- Successfully completes all required SIL certification training and coaching requirements
- Implement training, coaching, and feedback provided by the Lead Strategic Integration Liaisons in collaboration with the Program Coordinator.
- Works primarily with LEA leadership to increase the knowledge, skills, and motivation of LEA Executive teams to analyze data relevant to the district’s systems, structures, and inclusive practices.
- Leads LEAs in the needs assessment; reflects critically on end-user input, root causes, and potential solutions; creates a plan for improvement that includes training and coaching support and the vision for the sustainability of progress, which includes a cadence of internal accountability.
- Delivers or organizes regional professional development and support to LEAs regarding monitoring the effectiveness of Multi-Tiered Systems of Support and the integration of Special Populations through Inclusive Practices.
- Creates procedures and expectations, including review preparation and post-review follow-up, in coordination with Texas ESC SILs, Texas Education Agency, and the Program Coordinator.
- Ensure availability for collaboration with internal Region 16 initiatives.
- Prioritizes, protects, and attends all required TEA SIL week activities; participates in feedback loops and collaborative activities to provide clear, timely, and effective communication between the Region 16 internal teams, SIL project team, and the TEA.
- Assists in the design and/or delivery of professional development on a variety of topics related to monitoring students receiving support and services within a multi-tiered system of support.
- Participates in a community of practice with other state and regional representatives.
- Proactively seeks information and resources needed for regional growth in identified areas of need.
- Assists in the management of metrics and deliverables for grants and/or contracts provided to the ESC and reports those to the Region 16 Tiered Services Leaders and/or appropriate ESC personnel.
- Engages in performance and project management activities to ensure the successful achievement of goals aligned with team priorities
- Attends required meetings, conferences, and committees; conducts presentations related to state and federal special education requirements.
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director. A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly.
- Reports for work ready to perform responsibilities.
- Performs duties that directly and/or indirectly impact student performance in Region 16.
- Maintains a professional level of confidentiality regarding all ESC matters.
- Supports the mission, goals, and objectives of the ESC strategic plan.
- Upholds and adheres to safety rules and policies of the ESC safety program.
- Performs professional responsibilities as required by ESC policies, processes, and procedures.
- Manages time, calendar, and job responsibilities to meet deadlines.
- Meets proficiency levels of required technology skills as outlined by the supervisor.
- Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
