Primary Purpose:
Coordinate and provide direction in the development of staff capacity and manage fiscal, human and technical resources for Tiered Services. Partner with the Texas Education Agency to disseminate updates and requirements from the Federal and State governing bodies.
Qualifications:
Education/Certification:
- Master’s degree in Education required
- Texas Teaching Certification required
- Texas Special Education Certification preferred
- Educational Leadership Certification preferred
Special Knowledge/Skills/Experience:
- A minimum of 3 years of successful leadership experience in public education settings required
- Demonstrated competency in management; formal training or demonstrated competency in a supervisory position
- Demonstrated interpersonal skills and expertise in facilitating groups
- Experience in program and staff development for services related to special populations
- Experience leading successful campus and/or district school improvement initiatives activities (i.e., including site-based processes, writing campus/district-improvement plans, budgeting, organizing turnaround teams, and state/federal reporting) preferred
- Experience managing state and federal grants preferred

Major Responsibilities and Duties:
- Timely disseminates updates, deadlines, and other relevant information from state and federal agencies to LEA Special Education Directors
- Monitors and supports LEAs with accountability through data submissions, compliance deadlines, and policy and procedural updates
- Supervises the Special Education ESC Statewide Leadership Networks and/or Grant Projects
- Reports metrics to TEA for Statewide Leadership Networks and annual goals related to funding
- Collaborates with other program coordinators to design, implement, and monitor on-going training, cross-collaboration, and continuous improvement
- Facilitates a cohesive work environment and cultivates a culture of teamwork within the Tiered Services Program and collaboration across internal departments, seamlessly aligning with the Region 16 call to action
- Provide supervision and performance evaluations for personnel in the Tiered Services Program.
- Monitor Direct Service agreements and services provided by Region 16 staff
- Effectively provide program updates to Supervisors and other ESC 16 Executive Leadership
- Manage state or federal grants by following all guidelines and timelines outlined in the grant.
- Communicate with districts, campuses, charter schools, TEA, and ESCs to provide effective, research-based technical assistance to improve student performance.
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director. A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly.

- Maintains a professional level of confidentiality regarding all ESC matters.
- Supports the mission, goals, and objectives of the ESC strategic plan.

- Performs professional responsibilities as required by ESC policies, processes, and procedures.
- Manages time, calendar, and job responsibilities to meet deadlines.
- Meets proficiency levels of required technology skills as outlined by supervisor.
- Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
