Primary Purpose:

The purpose of the Lead Strategic Integration Liaison (SIL) position is to coach, advise, and train all 40 Strategic Integration Liaisons at each of the 20 Education Service Centers in Texas.  This position is to support the SILs in leading effective LEA implementation of district-level systems for Inclusion and Multi-Tiered System of Supports.

Special Education Lead Strategic Integration Liaison Essential Functions:

  1. Strategic Integration and Alignment: Lead SILs will develop processes and tools that allow for SIL resource management and effortless alignment with various cross-agency and ESC initiatives.
  2. Professional Development: Lead SILs continuously engage in their own growth and learning, while also providing high quality professional development and training to the statewide SILs.
  3. Coaching and Collaboration: Lead SILs will collaborate regularly with TEA and ESC personnel and provide routine coaching to SILs
  4. Goal Setting and Progress Tracking: Lead SILs will collect and report data and monitor the fidelity of implementation of SIL materials and processes.

 

Major Responsibilities and Duties:

  1. Curate state and ESC resources to align support tied to Multi-Tiered System of Supports (MTSS) and Inclusion that will assist LEAs with robust and comprehensive implementation supports.
  2. Develop, maintain, and monitor SIL digital repositories to house agendas, training, and other resources and tools so that they are easily accessible to statewide SILs.
  3. Establish and maintain internal protocols for documenting the status of all projects, including details and timelines, within and across workgroups and through TEA for final approval.
  4. Prepare updates and communication for the workgroup and other stakeholders as needed.
  5. Embed Design Thinking, 4 Disciplines of Execution (4DX) processes, and executive systems coaching into professional development.
  6. Provide strong content knowledge and facilitation skills in the delivery of Trainer of Trainers professional development sessions.
  7. Develop and deliver individualized training to meet the identified targeted needs of SILs and the LEAs they serve based on feedback, needs, and data analysis.
  8. Provide ongoing input and participate in feedback loops and collaborative activities that connect Texas state policy and practice.
  9. Provide communication and reporting to TEA as required per the grant.
  10. Develop and oversee internal and external communication strategies to facilitate collaboration between TEA, ESCs, and SILs.
  11. Track and maintain the certification and onboarding processes of SILs.
  12. Use Qualtrics to maintain a data dashboard and update data by TEA determined deadlines.
  13. Support and monitor fidelity of implementation (FOI) using a SIL implementation FOI rubric.
  14. Conduct statewide data analysis, report progress, and present performance data to various stakeholders as requested and approved by TEA.
  15. Utilizes Monday.com project management system to oversee timelines of metrics and deliverables required by grant activities.
  16. Prioritize and attend all required Liaison week activities.
  17. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director.  A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly.
  18. Reports for work ready to perform responsibilities.
  19. Performs duties that directly and/or indirectly impact student performance in Region 16.
  20. Maintains a professional level of confidentiality regarding all ESC matters.
  21. Supports the mission, goals, and objectives of the ESC strategic plan.
  22. Upholds and adheres to safety rules and policies of the ESC safety program.
  23. Performs professional responsibilities as required by ESC policies, processes, and procedures.
  24. Manages time, calendar, and job responsibilities to meet deadlines.
  25. Meets proficiency levels of required technology skills as outlined by the supervisor.
  26. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
