Primary Purpose:

To support the School District Operations area by providing TX-NGS assistance to the Coordinator of Migrant Programs and other personnel in the service area as needed.  Assist with state and federal requirements.  Provide information to instructional, guidance, and administrative staff to assist with the district and state goals for improving student academic performance.

Qualifications:

 

Education/Certification:

  • High School graduate or GED required

 

Special Knowledge/Skills/Experience:

  • Three years job-related experience required
  • Demonstrated proficiency in understanding the Texas New Generation System (TX-NGS) Database and the Migrant Student Information Exchange (MSIX), including their relations to PEIMS
  • Possesses a working knowledge of computers, internet, e-mail and of manipulating databases for use in NGS reports
  • Demonstrated ability to perform assigned responsibilities while working with personnel from Local Education Agencies (LEA), Texas Education Agency (TEA), and Education Service Centers
  • Exhibits tact and relates well to people
  • Bilingual skills in Spanish/English preferred
  • Service oriented, team player, and performs job responsibilities in an orderly and accurate manner
  • Discretion and high confidentiality required
  • Demonstrated excellence in communication skills
  • Must project a positive, professional, organizational image through in-person and phone interaction with customers

 

                                                                                                     

Working Conditions:

 

  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
  • Posture: Must be physically able to tolerate prolonged sitting, frequent standing; occasional bending/stooping, pushing/pulling, twisting, and standing
  • Motion: Must be physically able to tolerate frequent standing and walking, repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching, occasional driving
  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (25 pounds or more)
  • Environment: Must be physically able to work inside; tolerate occasional regionwide and/or statewide travel; regular exposure to noise
  • Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion
  • Regular Attendance is an essential function

 

Major Responsibilities and Duties:

 

  1. Provides TX-NGS and MSIX updates at workshops for all districts.
  2. Provides technical assistance to district migrant personnel and TX-NGS Data Specialists.
  3. Attends TX-NGS trainings.
  4. Trains TX-NGS specialists in districts performing own TX-NGS data entry.
  5. Serves as liaison between Region 16 migrant districts and the state TX-NGS and MSIX help desk.
  6. Determines student eligibility for enrollment into TX-NGS acting as the SEA Reviewer.
  7. Develops and remits letters of information and instruction to districts regarding mass enrollment, updates, etc.
  8. Provides on-site visits to districts as needed.
  9. Files all Certificates of Eligibility (COE’s), summer school lists, eligibility verifications, and reports in accordance with TEA guidelines.
  10. Monitors districts on an ongoing basis to ensure that all data that is required by TEA is turned in on time.
  11. Process Certificates of Eligibility for accuracy and completeness as required by TEA.
  12. Enters migrant students’ demographic, academic, and health information into the New Generation System for transfer via the Internet to other school districts in Texas and the United States.
  13. Monitors the number of migrant students identified, enrolled, referred, withdrawn, and receiving or not receiving services. Provides reports to appropriate staff.
  14. Provides technical assistance and data for the migrant recruiters to assist in identification and recruitment.
  15. Provides necessary data for the migrant application for federal funds and the annual performance report.
  16. Problem-solves and consults with help desk to resolve issues with the TX-NGS and MSIX.
  17. Enters data on migrant students served in migrant funded summer programs.
  18. Maintains logs of all transactions of the New Generation System as required by TEA for interstate coordination
  19. Maintains migrant student history on NGS for all schools and researches and adjusts any discrepancies in records on moves made by migrant families.
  20. Coordinates, ensures, and enters all applicable and required data information for all migrant students.
  21. Performs additional duties as required under grant.
  22. Performs general secretarial duties, including the handling of correspondence, answering telephone, accurately recording messages and service requests, and filing material in a retrievable system.
  23. Prepares correspondence, reports, required forms, printing, and mailings.
  24. Assists other administrative assistants as needed.
  25. Maintains professional relationship with clients and vendors.
  26. Follows established ESC telephone protocol.
  27. Reports for work ready to perform responsibilities.
  28. Performs duties that directly and/or indirectly impact student performance in Region 16.
  29. Maintains a professional level of confidentiality regarding all ESC matters.
  30. Supports the mission, goals, and objectives of the ESC strategic plan.
  31. Upholds and adheres to safety rules and policies of the ESC safety program.
  32. Performs professional responsibilities as required by ESC policies, processes, and procedures.
  33. Manages time, calendar, and job responsibilities to meet deadlines.
  34. Meets proficiency levels of required technology skills as outlined by supervisor.
  35. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
  36. Performs other duties as assigned.
